Governor Monday Okpebholo has unveiled the 2026 Appropriation Bill valued at ₦939.85 billion, describing it as the Budget of Hope and Growth. The proposal, presented on Tuesday to the Edo State House of Assembly, outlines an ambitious fiscal roadmap designed to consolidate the administration’s first-year achievements and restore public confidence in governance.
The governor explained that the budget builds on the foundation laid in 2025 while expanding programmes to directly impact the lives of Edo residents. He emphasized that priority sectors include security, infrastructure, agriculture, education, job creation, and healthcare, which he identified as critical to sustainable development.
The budget allocates:
- ₦637 billion for capital projects
- ₦302 billion for recurrent expenditure
Okpebholo noted that the strong capital bias reflects his administration’s resolve to fast-track development through investments in roads, schools, hospitals, housing, and water supply.
Projected revenue streams include:
- ₦160 billion from Internally Generated Revenue (IGR)
- ₦480 billion from FAAC inflows
- ₦153 billion from capital receipts and grants
- ₦146 billion from Public-Private Partnerships (PPPs)
The governor assured residents that the government would not impose unnecessary burdens, pledging instead to strengthen revenue systems and block financial leakages.
- Economic Sector – ₦614.2 billion: Agriculture, roads, transport, urban development, and energy projects. Key priorities include road construction, two flyovers, drainage works, urban renewal, farm estate expansion, and irrigation facilities.
- Social Sector – ₦148.9 billion: Education, healthcare, youth development, women affairs, and social welfare. Plans include school renovations, teacher recruitment and training, healthcare expansion, and investments in youth skills, sports, and entrepreneurship.
- Governance – ₦157.7 billion: Civil service reforms, digital tools, improved revenue systems, MDAs support, and e-governance rollout.
- Justice Sector – ₦19 billion: Strengthening courts, improving justice delivery, supporting legal reforms, and enhancing access-to-justice programmes.
- Regional Development: Community roads, rural electrification, water and sanitation projects, grassroots empowerment, and security outposts.
Okpebholo said the budget is anchored on his SHINE Agenda, which focuses on Security, Health, Infrastructure, Natural Resources, and Education. He expressed gratitude to President Bola Tinubu for reforms that have boosted state revenues and commended the Assembly for its cooperation and support.
The governor formally laid the 2026 Appropriation Bill before the House for consideration and approval, assuring residents that his administration remains focused on delivering “development that the people can see and feel” across all communities.
