The Edo State Government on Thursday officially unveiled a simplified version of its disability rights law. This accessible rendition of the legal framework is designed to empower persons with disabilities across all 18 local government areas of the state by making their entitlements and protections more readily understandable.
The unveiling ceremony, held in Benin, saw key government officials emphasize the profound importance of this initiative. Mr. Umar Ikhilor, the Secretary to the State Government, articulated the administration’s commitment to ensuring that the rights of persons with disabilities are not only recognized but also actively upheld.
Speaking through his representative, Acting Permanent Secretary Mr. Ohunyon Ekikioya, Ikhilor underscored a fundamental principle: the true strength of any society is measured not merely by its infrastructure, but by the extent to which it guarantees equitable opportunities for all its members.
The program, a collaborative effort organized by the Edo State Commission for Persons with Disabilities, with invaluable support from the Network for Advancement of People with Disabilities and the Rule of Law and Anti-Corruption Programme, marks a pivotal moment in the state’s journey towards a more inclusive future.
Mr. Ikhilor further elaborated on the philosophy underpinning this simplification. He posited that while laws are meticulously crafted to safeguard rights, guide conduct, and promote justice, their ultimate efficacy hinges on their accessibility and practical application.
“The simplification of the disability rights law is a thoughtful and commendable initiative aimed at ensuring that its provisions are better understood by citizens, particularly persons with disabilities and their families,” he stated.
He added that this strategic move is expected to bolster public awareness, encourage compliance, and ultimately empower individuals with the necessary knowledge to assert and protect their rights within the existing legal framework.
Reiterating the government’s unwavering dedication, Ikhilor affirmed, “The Edo state government remains resolute in its commitment to fostering an inclusive society where persons with disabilities are not viewed through the lens of dependency or limitation.”
He extended commendation to the Edo State Commission for Persons with Disabilities for their tireless advocacy and steadfast commitment to advancing disability inclusion within the state.
Adding his voice to the chorus of support, Mr. Melody Omosah, Executive Director of the Network for the Advancement of People with Visible Disabilities (NAPVID), advocated for the establishment of dedicated radio programs to amplify public awareness regarding disability rights. Highlighting Section 18 of the state disability law, Omosah emphasized that education is an inalienable right for persons with disabilities, spanning from primary to university levels.
He further elucidated that the newly simplified law mandates the establishment of at least one special school in each of the 18 local government areas of the state. He issued a stern reminder: “It is an offence for parents or guardians to deny children with disabilities access to education by keeping them out of school.”
Earlier in the proceedings, Mr. Theophilus Egbodion, Chairman of the Edo State Commission for Persons with Disabilities, expressed his optimism that the simplified legal document would serve as an invaluable educational tool, enabling persons with disabilities to gain a clearer understanding of their rights.
This sentiment was echoed by one of the program’s participants, Mr. Ovenseri Iduozee, who extended gratitude to the state government. He expressed confidence that the law would serve as a powerful affirmation for persons with disabilities, reassuring them that they are entitled to the same rights and opportunities as all other citizens.
